Basis
As the Fuji Detective Agency is a public servant office, the agency will receive public requests and cases. It is the Aether clan members' jobs to fulfill and/or solve those requests and cases, no matter how small or difficult, and to obtain the subsequent payment from the client. Although Aether is not on the friendliest terms with either Scepter 4 or the Tokyo Police Force, they have been known to submit their own cases and requests, if a bit reluctantly. These cases and requests are submitted to the Pushers, after which they will collaborate with Toyo Fujimori in order to divide them into various categories based on difficulty and the contents of the request or case. From there, they are placed on their respective walls, and the clan members can pick and choose based on their ranks and the restrictions.
It is important to note that while Aether clan members do not have jurisdiction to arrest, it can be temporarily granted to them by either Scepter 4 or the Tokyo Police Force. And, well, even if they don't grant jurisdiction, there are always loopholes to abuse. (But shh, you didn't hear that from Toyo.) It is also necessary to note that any damage done to public property will be taken out of the clan member's share of the profit, and that actions later deemed to be unnecessary, such as assault to an innocent bystander, will be harshly punished.
Request Categories
When the Pushers and Toyo sort through requests, they divide them into four categories: Category A, Category B, Category C, and Category D. Each category has their own criteria and fee, as well as restrictions for the safety of the clan members. These are carried out by Runners and their Runner Apprentices.
Category A requests are the simplest of the requests, often times menial tasks such as deliveries and domestic chores. This could be anything like delivering important documents or pictures to a lawyer, to buying groceries for an elderly woman, or even saving a cat from the tree it persistently keeps climbing. As they are generally very simple, Runner Apprentices are sent to do this by themselves in order to build a rapport with the public clientele. These are extremely common, as they are cheap.
Category B requests, meanwhile, are more challenging, and often times involve other people directly. This could be anything like being asked to tail someone or take pictures, often times from a rival businessman or a scorned lover. However, they also may be requested to tail potential criminals and to find their hideout without engaging them. Because of the threat of violence, Runner Apprentices are sent to do these requests with their mentor Runners.
Category C requests, on the other hand, are the most challenging requests, with the possibility of violence much higher than in Category B requests. With these requests, the clan may be asked to be a bodyguard for an important figure, or to fight off people disrupting the public peace, such as gang members. It is extremely unlikely that Runner Apprentices would be allowed to join in on these requests, and only Toyo can authorize their presence on these cases. Thus, Runners often fulfill these requests either by themselves or with fellow Runners.
Finally, Category D requests are any request submitted by the police and Scepter 4, any request involving a strain, or any request involving the other clans. These are assigned directly by Toyo, often with a similar set up and the same restrictions as the other categories.
Case Categories
In a similar fashion to requests, cases are divided up by the Pushers and Toyo into four categories: Category W, Category X, Category Y, and Category Z. Each category, like the request categories, have their own criteria and restrictions for the safety of the clan members.
