Strains
Strains are people who have gained power without it being granted from a King. The running theory is that they gain their power from the Dresden Slate on the rare times that it leaks past it’s containment. There is a rumor that strains are a side effect of the slate testing someone to see if they could become a King, however this has not been expanded upon. Currently school children are tested for abilities by the Gold Clan, and it is the Gold Clan that determines what action to take forward with a strain child. The goal is generally training for the child, but sometimes the child has to be detained depending on the power and the personality of the child. The child’s safety has to be taken into consideration, along with the safety of the public.
Strains are classified by rank for their ability, the rank is determined by what risk the strain is in general. This is not just how dangerous the ability is towards the populace as a whole but also the manipulative scope of their ability. Canon example would be Anna, she is considered high-risk, not because she is physically a danger to anyone but because of how she could be used for information against others. Scepter 4 is in charge of the registration and policing of strains, as normal police are not equipped to be able to safely handle abilities.
Strains are available for open play via canon and non-canon character, you will be asked to explain your character's ability in detail, strengths and weakness, on their application.
Ranks are divided as;
Common Class, also called Risk 1; this is the most often class of strain found, minor in power they could have gone completely missed if not for detailed testing. Likely their ability has very little impact on their life.
Risk 2 strains have ability that they can incorporate into their lives easily with training, but it is a minor ability with low chance of abuse and limited scope of influence.
Risk 3 strains are considered high risk with abilities that can affect others or their surroundings, but they are considered peaceful and little likelihood of abuse of power. Risk 3 strains are checked in on by Scepter 4 on a quarterly basis.
Risk 4 strains are considered high risk strains that have shown likelihood to go against the system through abuse of their ability in non-violent manner. These strains have broken the law, moving them from the above rating, and earned them an ‘arrest on sight’ warning.
Risk 5 strains are those that have broken the law in violent manner, showing abuse of power and little regard for those around them. These strains are highly wanted and will get special teams dispatched to deal with them on spotting.
